Board of Trustees Meeting
April 9, 2012
The Board of Trustees of the Hannibal Free Public Library met at 4:00 p.m., on Monday, April 9, 2012, in the Trustees Room of the Library. Amber Baxter, Pam Ginsberg, John H. Hark, Jeanie Powers, Mike Scholes, and Pam Warfield. Also present were Karen Sutor of F&M Bank and Librarian Hallie Yundt Silver.
Library Board President Pam Ginsberg called the meeting to order at 4:00 p.m.
The Agenda was re-arranged, and Public Comment
was considered first. J. M.
Mitchell addressed his concerns.
Moved by Mike Scholes and supported by Pam
Warfield to allow Mr. Mitchell to provide a copy of his Missouri Driver’s
License and to register using his preferred first name.
Motion carried.
Pam Ginsberg was excused at 4:15 p.m.
Jeanie Powers assumed responsibility for chairing the meeting.
Moved by Mike Scholes and supported by John Hark
to approve the Minutes of the meeting of March 19, 2012, and no quorum Minutes
of March 12, 2012. Motion carried.
Revised Claims were distributed.
Moved by Amber Baxter and supported by Pam Warfield to approve the Claims
for April 2012 in the amount of $59,904.78 and several additional purchases on
Visa. Motion carried.
The Trust Fund Report for April was distributed.
Karen Sutor explained the new format.
The Cash Flow Report was distributed.
Discussion followed. Karen
Sutor recommended looking at cash flow needs each month and cashing enough CDs
to meet these needs. Moved by John
Hark and supported by Pam Warfield to solve the cash flow as Karen Sutor
suggested. Motion carried.
The City Financial Report and spreadsheet showing
the Library’s amended budget were distributed.
Moved by Mike Scholes and supported by Amber
Baxter to approve the Transfer Recommendation for April 2012 in the amount of
$36,262.68 from the Trust’s Cash Flow into the operating account at the City.
Motion carried.
Discussion followed on possible dates for the
Nominating and Library Personnel & Services Committees to meet.
Moved by John Hark and supported by Mike Scholes
to recommend reappointment of Amber Baxter and Pam Ginsberg to the Mayor, if
they remain interested. Further
moved to recommend Cindy Lovell and Annie Dixon for appointment.
Discussion followed concerning Krystin Cooper’s plans to resign.
Motion carried.
The written Director’s Report was included in the
packet. No additions were made to
it.
Moved by Mike Scholes and supported by Amber
Baxter to approve submission of Show Me Steps to Library Development Grants for
Claire Ewersmann to attend the YA Symposium in St. Louis and for Hallie Yundt
Silver to attend the Federation of Genealogical Societies Conference in
Birmingham, Alabama. Motion
carried.
There was consensus that the Library Personnel &
Services Committee should handle the Director’s Evaluation per usual.
Discussion followed concerning the Library’s
Public Behavior policy and the 10th Circuit Court of
Appeals in Denver’s finding on the unconstitutionality of
banning sex offenders from using the Albuquerque Public Library.
John Hark volunteered to look into the matter.
Moved by John Hark and supported by Mike Scholes to enter into Executive Session, admitting Librarian Hallie Yundt Silver, to discuss legal actions, causes of action or litigation in accordance with RSMO 610.021(1). Motion carried. (Roll call, all ayes: John, Pam Warfield, Mike Scholes, Amber Baxter, Jeanie Powers)
