MINUTES OF THE MEETING OF September 13, 2016
The Hannibal Free Public
Library Board of Trustees met on Tuesday, September 13, 2016, immediately
following the Public Hearing at 5:00 p.m., in the 3rd Floor Meeting
Rooms at Hannibal Free Public Library, 200 South Fifth Street, Hannibal, MO
63401. Present were: Kim Ahrens, David Clayton, Frank DiTillo, J’Nelle
Lee (left at 5:40 p.m.), Tom Prater, and Casey Welch, and Lauren Youse.
Absent were: Amber Baxter
and Sara North. Also present was
Librarian Hallie Yundt Silver.
Library Board Vice-President Kim Ahrens called
the meeting to order at 5:07 p.m.
Moved by Lauren Youse and supported by David
Clayton to approve the Minutes of the Meeting of August 9th, and the
Silent Auction Bid Opening Minutes of August 29, 2016.
Motion carried.
Final Claims for September 2016 were
distributed. Moved by David Clayton
and supported by Frank DiTillo to approve the Claims for September 2016 in the
amount of $79,185.56. Roll call:
Casey Welch present, David Clayton aye, Frank DiTillo aye, Tom Prater
aye, J’Nelle Lee aye, Lauren Youse aye, and Kim Ahrens aye.
Motion carried.
It was noted that a Certificate of Deposit,
designated for Cash Flow, would mature at F&M in the amount of $175,000 on
September 22, 2016. Moved by Lauren
Youse and supported by J’Nelle Lee to authorize two of the following people to
cash and deposit the proceeds in the money market account at HNB:
Hallie Yundt Silver, Amber Baxter, Frank DiTillo, and Kim Ahrens.
Motion carried.
Discussion followed on
Frank’s investment report template.
The Investment Report was
included in the packet. Moved by
Tom Prater and supported by Frank DiTillo to approve the Investment Report for
August 2016. Motion carried.
The City Financial Report
was included in the packet.
The Transfer Recommendation for September 2016
was distributed. Moved by David
Clayton and supported by Casey Welch to approve the Transfer Recommendation
showing the transfer of $54,500 from HNB to the operating account.
Motion carried.
Kim Ahren’s letter to Jeff LaGarce concerning
the Library’s parking lots was included in the packet.
It was the only item of Correspondence.
There were no Committee Reports.
It was noted that the Library Personnel & Services Committee needs to
meet in early October and the Investment Committee needs to meet soon.
The written Director’s Report was included in
the packet. Hallie Yundt Silver
added to it. She said that Trivia
Night was great. She reported that
building projects were moving along, including installation of clips on the
storm windows, installation of new storm/screen windows in the Board Room, and
interior painting. She said that
staff was doing a great job getting stuff moved ahead of the painters.
She reported that several recent incidents with patrons have distressed
staff more than usual. She said one
involved a neighbor, a young child, several family members of someone who was
arrested, the Police, and a search of the Children’s Room.
She identified another that involved a patron who alleged she had been
raped, the alleged rapist, the EMTs, and the Police.
Finally, she reported that the Auditor planned to start Sept. 19th.
J’Nelle Lee left at 5:40
p.m.
Moved by Tom Prater and
supported by David Clayton to set the Library’s Ad
Valorem Property Tax Rate at $0.2834 for FY2016-2017 with the
understanding that an error was discovered in the Ralls County assessment that
may affect the rate in FY2017-2018.
Motion carried.
Moved by David Clayton and
supported by Casey Welch to continue the Library’s participation in the City’s
Banking Services contract with the understanding that the Library Board reserves
the right to obtain credit cards for the Library’s use from a different bank in
the future. Motion carried.
Moved by Tom Prater and
supported by Lauren Youse to authorize Hallie Yundt Silver to place an ad and
hold another Silent Auction in December 2016.
Motion carried.
The Librarian’s Annual
Narrative Report for FY2015-2016 was mailed on August 31, 2016.
Moved by Casey Welch and supported by Frank DiTillo to accept the Report.
Motion carried. Hallie Yundt
Silver indicated that it had been distributed to City Officials, the Missouri
State Library, and the Ralls County Library.
There was consensus not to
adjust the Non-Resident Fee for 2017l
Fees will remain at $40 for individuals and $80 for families.
Moved by Lauren Youse and
supported by Tom Prater to request $26,000 as the Ralls County Fee for 2017 with
the first payment at $12,500 and the second at $13,500.
Motion carried.

supported by Casey Welch to adjourn.
