HANNIBAL FREE PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES OF THE REGULAR MEETING
of July 21, 2026
The Hannibal Free Public Library Board of Trustees held its regular monthly meeting on July 21, 2026 at 12:00 p.m. in the meeting rooms on the 3rd Floor at Hannibal Free Public Library, 200 South Fifth Street, Hannibal, MO 63401.
Present were Kevin Knickerbocker, Kathy Riney, Jessica Gilmore, Tom Prater, Harry Graves, and Laura Judlowe
Absent were Joy McPike, Raymond Lee, and Linda Spaun
Also present were Caitlin Greathouse and Andrea Reinwald.
Kevin Knickerbocker chaired the meeting. He called it to order at 12:00 p.m.
Kathy Riney was presented her Oaths of a New Board of Trustees Member by Kevin Knickerbocker. She responded “I do” and was installed as a new member.
Kevin Knickerbocker made the motion to approve the minutes of the regular meeting of June 16, 2026. Laura Judlowe supported the motion. Motion carried
Harry Graves made the motion to approve the minutes of the Public Hearing of June 16, 2026. Tom Prater supported the motion. Motion carried.
Caitlin Greathouse explained the claims for June and the first half of July. She reported the full June claims have not appeared in the accounting system, including the MIRMA claim of $40,563 and will be presented once the final numbers have been entered. Salaries totaled $45,408.10 for June. Credit card claims totaled $3,696.15 for June. Other claims totaled $7,589.30. Kevin Knickerbocker made a motion to approve the claims in the amount of $56,693.55 for June and the first half of July. Harry Graves supported. Motion carried.
Caitlin Greathouse reported the new Money Market investment at Great Rivers Bank is now listed on the Investment Spreadsheet. She directed attention to the last page of the Investment Report to point out the final investment interest figures for the designated accounts. She explained these numbers combined with unspent amounts from the last FY total the starting numbers for the current year’s designated accounts. She explained these figures are what is shown on the presented budget amendment under item A of the agenda. Moved by Jessica Gilmore and supported by Laura Judlowe to accept the Investment Report for June 2026. Motion carried.
The City Financial Reports for June 2026 were distributed at the meeting. Caitlin explained that, again, some final claims had not appeared at the end of the year and these would be presented at a later Board Meeting once they became available from the City.
The Transfer Recommendation was distributed. Moved by Tom Prager and supported by Kevin Knickerbocker to approve the Transfer Recommendation showing no transfer. Motion carried.
There was no correspondence. No Public Comment.
Kevin Knickerbocker discussed vacancies in the various committees. He appointed Harry Graves to the Investment Committee, Harry Graves to the Strategic Planning Committee, and Kathy Riney to the By-Laws Committee.
Caitlin Greathouse discussed the Investment Committee’s June decision to reinvest the $164,000 maturity through AMG in a Federal Farm Credit Bank CD with a yield of 3.65%.
There were no questions about the written Director’s Report. Caitlin Greathouse updated the Board of Trustees that the leak in the roof near the new clerestory has hopefully been resolved but she would keep Tom Prater as the chair of the Building and Grounds Committee updated if the problem persists.
Harry Graves made the motion to approve the Director’s Report. Kevin Knickerbocker supported the motion. Motion carried.
The proposed budget amendment was discussed. It was made known that the only changes were to the Expenditure Budget and it updated the designated accounts to include the interest and unspent funds from Fiscal Year 2025/2026. It was noted this brings the collection percentage up where the Missouri Library Standards recommend it be. Tom Prater made the motion to approve the Budget Amendment as proposed. Kevin Knickerbocker supported the motion. Motion carried.
Caitlin Greathouse requested the final numbers for Fiscal Year 2025/2026 be tabled for discussion until final amounts from the City’s side were updated. Kevin Knickerbocker made the motion to table the agenda item. Laura Judlowe supported the motion. Motion carried.
Under New Business Caitlin Greathouse reported it was time to file for Annual State Aid Certification.
Harry Graves made the motion to authorize Caitlin Greathouse and Joy McPike to sign and submit the State Aid Certification Application on behalf of Hannibal Free Public Library. Jessica Gilmore supported the motion. Motion carried.
Laura Judlowe made the motion to authorize Caitlin Greathouse to sign and submit the List of Trustees on behalf of Hannibal Free Public Library. Harry Graves supported the motion. Motion carried.
Kevin Knickerbocker made the motion to authorize Caitlin Greathouse to sign and submit the Public Access Computer Access by Minors form on behalf of Hannibal Free Public Library. Harry Graves supported the motion. Motion carried.
Moved by Kevin Knickerbocker and supported by Jessica Gilmore to adjourn. Motion carried. The meeting adjourned at 12:19 p.m.
